Bones (rigging)?

I have some previous experience in rigging for GTA San Andreas, but I have a new computer now and apparantly, some form of setting is different from my laptop's.

 

When I select a bone and drag it around, the whole model tries to follow it and stay at the same time, revealing that it's not properly connected to the bones.

On my laptop, I could drag a bone and only the part of the body that was connected to that specific bone would move, the rest would stay in place.

 

Any ideas?

What program are you using?  3DS Max, ZModeler, or...?

 

I think this would be a good starting point to elaborate on.  There are all kinds of 3D modeling programs out there that can properly run GTA III era DFF files, and they all work differently.
