in AMD Catalyst Control Center, there is a menu for CPU speed, which allows me to manage CPU speed ranges in order to balance power consumption with system performance.


Now, through Windows' power management, I've already set maximum processor power to 60% (plugged in and on battery) because at 100% my laptop will overheat and shut the f*ck down.


Is the CPU option in Catalyst Control Center the same as Windows power management? Is it safe to f*ck with the CPU speed menu when my laptop has a habit of overheating?
