What happens if you can't pay them? Do you lose your apartment or go in to minus amounts?

You give handy's to the local bums around the corner. They in turn get the sperm that they laid on your face and sell it to a sperm donor, therefor earning enough for you to pay off your bills. It's a tough world in San Andreas.

This has no effect once you shut off your system and go about your life....right?

48 minutes.. Every in game minute is 2 seconds.

They are utility bills.  You purchased the apartment, you aren't renting it.  So all you lose is your utilities :p

In GTA3/VC/SA, an in-game day was 24 minutes. In GTA4 & 5, days were lengthened to 48 minutes.

It's such a small amount, that's it's barely even relevant.

I mean, when you rob a store, you get, what, over $1300 on average?

Then there are the jobs, race, deathmatches, and all the other stuff...
