XFX Radeon 7950 XFire Problem.

I just bought 2 Radeon 7950's, and the game doesn't let me jump the settings.  It's set to the lowest settings for each value and won't let me hike anything up.  Any ideas???

This issue is present on many graphic-cards of the AMD Southern Islands (HD7xxx) and NVidia Kepler (GTX6xx) generations, and newer. The problem is presumably caused by the VRAM - GTA IV seems to have a problem with utilizing more than 2GB of VRAM.

Go to the root folder of the game, e.g. C:\Programs\Rockstar Games\Grand Theft Auto IV\, and then create a new text file called "commandline" (without quotes).

Copy the following line into the commandline.txt and save it:
 
-memrestrict 3221225472
That is how I generated the number for the line: amount of video RAM x 1024 x 1024, which would be 3072x1024x1024.
