GTA IV Lagg on WIndows 8

I recently got a Windows 8 computer and GTA lag spikes a lot. I get these random lag spikes that happen non-stop throughout the game. if it wasn't for those lag spikes I would play the game with no problem. I even tried the commandline.txt thing and it won't raise the memory. Idk what can be wrong.I got 4 gb ram and I played GTA on my 2 gb ram computer with no problem. Idk why I'm not able to play on Windows 8. Here are my specs:

I tried to run GTA IV on Windows 8 and had the same issues with lag, most of the time it was unplayable, when I had Windows 7 it ran with no problems, my laptop was way above the recommended specs to run the game, bearing in mine this is a laptop that ran Skyrim on Ultra graphics settings with minimal lag and ran it on High graphics with no problems what-so-ever.

 

Sorry would love to help but no idea on how to fix.

I also have the same problem on windows 8 when i play than it will said the application clashed

like this >>> GTA 4 has stopped working

but i buy the disc is pirate disc

Your processor is extremely weak for this game. GTA IV was a poor port for the PC in the sense it's very CPU bound and needs a quad to get it running acceptably.

All you guys who have gta 4 on steam i discovered something. If you launch gta 4 from the "SteamApps/Common/Gta4" and launchgta4.exe it will start without steam.

If you close steam and run the game this way it gave me 3258mb of dedicated video memory in the graphics settings however it still laggs a bit even though i got pretty much no restrictions.Still though i have a 5 fps increase that i didnt have before and game booster helps too. So launch the game without steam using the launch gta4.exe
