Is this a scene created in 3ds Max or is it from San Andreas?

You can generate a scene with good lightning using the standard lights. The guy who made this may have used spotlights, light boxes or even the sun with changed settings. There are a bunch of tutorials around the web teaching you how to put some light in your scene.

There appears to be a lot of post done as well - vignette, curves, desaturation...

Yes, i think after he worked in 3ds max, then he with sony vegas or after effects added some color corrections, blur, wignette or etc. .

There seem to be some issues with the alpha textures though, such as trees.
