Well for car fanatics its like fashion for cloth fanatics, having your wheels turned while parked up just says "ive got style, yo"

 

Also it's kinda the law (where I live) to have them slanted to the left while parked at a slant or ramp.

Already discovered long time ago.

When? lol I didn't see any topics about this actually. I remember the photo though. But no talk about the wheel that I know of.
I didn't even know you could turn the tires without moving the vehicle.

Yes indeed, angled tires is most absolutely confirmed and moreover there is "variation", if you will, with spawned vehicles. :) Therefore, you will detect some stationary vehicles with straight tires, while others rotated.

 

I have seen this microcosmic detail featured multiple times in the streams / footage. Another poster had made mention of the jewelry heist escape van; I was the member who initially posted that gameplay trailer screen capture, and contemplated the implementation of that detail. :) I could not be more happy. I will gladly supply more screen captures, which show vehicles parked with rotated tires. :)

Actually, it's a safety precaution for parking.

But it does give the car "flare" when photo op's are going on..

:( Sadly not; only spawned, parked vehicles feature rotated tires. However, there is a feasibly means in which to lock your tires, at the expense of a possible glitch.

 

Adjacent to the Los Santos Customs building where you repair Amanda's Sentinel for Michael, there is a tow truck with a functional towing hook. Directly across from this truck are dilapidated gas pumps where 2 to 3 vehicles typically spawn. Hotwire one of those vehicles and drive it over to the tow truck, lining either the front or rear up with the hook. After the vehicle is successfully attached, enter it and turned the tires left / right. The tires will remain locked in the direction in which they are turned, even if slightly. :) However, when you release the vehicle and enter it again, the tires will revert back to the neutral position.

 

They are only two other instances in which I have witnessed locking tires. One was, when I was commandeering Franklin and he placed his hands up in a vehicle while I had the thumbstick turned, the tires locked. For the second instance, I simply drove into a mission marker with the tires turned and they one again remained locked.

Ive seen people do it taken snapmactic photos how do you do it? or is it a glitch they do it? id like to park my car without straight wheels like the motorbike :D

just block off your car doors from both directions - turn wheel - exit

The truck eCola/Good Aids/Pisswasser truck that always spawns outside the strip club has the ultimate in wheel turnage. It was 90 degrees last time, but every time I see it it seems to gain a degree or two. 

Btw, did anyone ever figure out for sure about leaving lights/engine running? I assumed we couldn't but I got out of a Duke'o'death to buy some armour and everything stayed on, including the 'door open' chime. Was that just a lucky mistake, or is there a method of doing it?
