In GTA IV the top speed was around 215 MPH...but anyone who has gone speeding in real life knows it only looked like 150 MPH.

Can the frame rate be fast enough to actually simulate driving 200 MPH?

That's not a problem with frame rate. It's an issue with perspective and your point of view.

How many cars can even go 200+ MPH?

If I sound stupid forgive me. I don't know much about cars...

You will never get a great idea of speed in 3rd person. Need cockpit or dash cam view for that.

On city streets like LC? None.

Obviously 1st person view is better for perceiving speed, but even watching a car drive down the road, there is a big difference between 150 and 215 MPH...

Ya not very many. Super cars and some high end sports cars but 200 mph is extremely fast for a non race suited car.

Top speed in GTAIV was 100mph. Try a time over distance measurement .

In San Andreas not even the fastest planes were allowed to go 200MPH. Top aircraft speed was 168MPH. It's not going to look like 200MPH if stuff isn't actually passing by at 200MPH.

You say not many but increasingly beating 200mph has been a benchmark for most supercar manufacturers. A lot of these supercars even excede 250mph, albeit usually only under testing conditions and as you say, race suited (if you take that to mean a car without comforts...which to me defines a supercar...who needs a radio when your eardrums are bleeding from engine roar?)

Koenigsegg, Pagani, Buggati, Porsche, Lamborghini, Noble, Toyota, Maserati even Ford make road cars that will excede the 200mph (320kmph). Not that I can afford any of them...

This is where I got 215 MPH from:

http://www.gta4.net/vehicles/

You have to adjust the units to imperial instead of metric

Okay let's say those stats are garbage.

I still don't think that going top speed in a super car looks as fast as it should. I've gone 130 on the highway and that's about how fast it looked like the Infernus passed through LC.
