It's from the "Exciting Music & Entertainment" section at the official GTAV website.

One moment. I am creating a GUI interface in realtime with Visual Basic, pinging the IP address, vectoring in on section A-6, and enhancing...

I have an image enhancer that can bitmap.

I'll be sure to enhance this image that OP suggested by enlarging the z axis using the correct algorithms.

I'm no Photoshop expert, but I'm pretty sure that's impossible...

Yeah that's impossible, the pixels are blurred and it is impossible to "unblur" it. The only way to make it sharp is to make it very small, but then that's pointless.

I've got five people working overtime on my keyboard right now, trying to crop and rotate this thing. But whoever created this image is using code I've never seen before.

OT: It definelty looks like it would make a sweet wallpaper if it was clear. It appears to have a fisheye lens effect going on too.

Try to decalibrate the VR-code with a 100 nanobit network matrix.

My job is working with photoshop but I believe this picture is beyond any repair, there was already too much picture information lost when it was taken. Even if someone manages to pull something out of this picture, the final result won't be as pretty as the screenshots.
