Anyone can get rep. Make a troll topic? Rep! Make a decent topic? Rep! If anything you should be able to add comments when you rep someone, that way if you see someone with a ton of rep then you can see if they got it for

 

A) Making good topics

or 

B) Being a troll

 

If that can't be done how about negative rep? As in the users rep would go into the minus numbers

Then wouldn't that be abused just the same? Like you said, anyone can get "rep" for anything - even if it's not deserved. If that's the case then anybody can down-vote you for no apparent reason too. It needs removing completely.
