A short movie was made with the game, featuring Scott Maslen as Claude Speed. Claude Speed is often said to be Claude from GTA III, which has not been denied or confirmed by Rockstar, who says "Probably".

He is sentenced for 10 years in prison. While being transferred to the Liberty City State Penitentiary in Portland, the convoy is attacked. Claude then leave with 8-Ball to a safehouse. Claude will then have to get affiliated with all sorts of gangs and mafias.

He will have to go through a journey in Vice City that will get him over the top of Vice City.
