GTA 4 unable to launch Windows 8

hello,

I have 2 legit copies of GTA 4, DVD, and Steam. I just build a new computer, and I tried to install GTA 4 both from CD and Steam and the game simply won't launch, I'm running Windows 8 64 bit. I've reinstalled GFWL several times, reinstalled the game both from Steam and CD and each time the game won't launch, nothing happens.

I had the game installed on my other computer (Windows 7 64) and the game ran without issues. I've tried running the game in compatibility windows 7 mode, but that didn't help. All my other games (Far Cry 3, Battlefiled 3, Tomb Raider, Grid 2, Dirt 3 etc.) run fine, except this one.

Does anyone have any idea what might be the problem, I'd really appreciate it. When I click the LaunchGTA.exe nothing happens, the Social Club sign in doesn't show up at all, nothing happens.

Episodes from Liberty City runs on my Windows 8 computer.
I run administrator and with Windows XP SP3

hmm, I will try that again and see.

I was able to install and run the game via steam somehow, but still can't make it work with the DVD version.
