VirtualDub: Resizing A Letterboxed Video

I apologize for the simplicity of my question, but I'm unsure on how I would go about removing the black bars (letterboxed, they're at the top & bottom) from my game-recording to make it fit the Youtube player and run in HD?

I haven't tried it before but does the "Resize" filter do what you want?

How did you fix it?

I just cropped the video on Sony Vegas.
