It is my understanding, from using SAMI, that both a txd and dff file are required for installing mods but I downloaded some vehicle skin mods recently that don't have dff files. Is there a way to acquire these files or install the mods without them?

If you are talking about a vehicle skin mod, then only textures (a txd file) are included because the skin would be the outer texture of the vehicle.

A complete vehicle mod would also include a dff file because then everything would be changing and not only the textures.

If you would like to change the whole car and not just the skin, download regular vehicle mods instead and not vehicle skin mods.

Skin mods are most often made for default GTA vehicles, unmodified. Hence no need for a DFF as the default one is going to be used.
