In terms of SP, there are 3 strong reasons why Dual Wielding will undoubtedly return in V.

1. Fan demand - LOTS of GTA fans liked the dual-wielding. R* seem to be implementing a lot of fan feedback into V, so why not this?
2. Weapon Proficiency - Since we can gain XP for our individual weapons, I expect it to be just like SA in that once certain 1-handed weapons reach max proficiency, you can dual wield. This time, however, I believe dual-wielding will only be an option so people aren't forced. There could be some drawbacks to dual-wielding as well as up-sides, such as losing the ability to aim down sights, since you use both triggers for both guns.
3. Max Payne 3 - Dual Wielding was a key element of MP3 combat. R* have great experience with dual-wielding now, so its common sense to re-use the same system in GTAV.

As far as GTAO goes, I believe dual wielding will also be present. R* obviously don't want to lessen our GTAO experience by removing features from single player. Plus, like I said, there will obviously be drawbacks to dual-wielding so it will not be OP, but more of a playstyle choice that can easily be defeated by an accurate 2-handed weapon-wielding player.

Im still not convinced, I have to play it to judge for myself, I didnt really like it in MP3 tbh and not sure I will like it in GTA V all I want is for them to make it balanced

I think each character will get their own perk for making out their shooting skill. Franklin and/or Trevor could get the dual wielding for different weapon types while Michael gets something else that further plays upon his greater shooting skills. Same could be done for other stats to an extent for their key stat to prevent each from eventually basically playing the same.

I need to elaborate more on that but I'm too far out of it to bother... I think the gist of what I'm getting at is there.
