Pedestrian rigging issue

I know it's a skeleton issue because swapping out the WFT files fixes the arm and screws up the face. Is there any way I can fix the rigging? Preferably without starting from scratch?
I do have 3D Max 2012 with GIMS if that's needed, although I've seldom used it

if it works, then you can transform the playerped to a ped.
