No not per se, it does however mean the content is 'locked' meaning they won't alter the game any further, aside from bug/glitch fixes that is.

The game has between 2 and 4 weeks (at most) to get gold.
The SP is mostly finnished, now they might be polishing the MP.

I would assume the game has to be completed before ESRB can accurately rate the games content. It wouldn't make sense for ESRB to rate the game if they still have changes to make in the content.

I think single player is finished. Multiplayer might have a few things left but probably very small details.

Come on guys, just because there is "use of drugs" it doesn't mean we can use them in gameplay. GTA IV had this too..
However this time it seems very likely that we can use them based on the previews and gameplay trailer.

The only new points are "mature humor" and "nudity" instead of just partial nudity.. seems interesting.
