Accent of the police dispatcher

The female police dispatcher in Vice City has a strong accent which makes it difficult to understand what she's saying. I'm talking about the lady who says lines like "Respond to 10-71 in Central Downtown..." over radio when the player's wanted level increases due to an offense.

Certain words like "island" and "ocean" sound quite different, more like "ailiant" and "ooshan", and "little" is always unintelligible. My mansion is now located on a Sunfish Ailiant...

Could there be a meaning behind this voice actor, such as the police having been taken over by foreigners (like Auntie Poulet's people)? It is my understanding that a person with perfect voice would be given such a job to allow the words to deteriore somewhat in poor reception conditions. What is this accent? Doesn't sound Spanish/Mexican, but then again I wouldn't know for sure.

Probably some kind of Latin accent, I can imagine
