I modded the vehicle.img to 550mb. However, the textures disappear after 5 minutes into the game (well known bug).
The way to get rid of the bug (disappearing world) is re compensate added extra size by taking Mbs' from other files.
When the game is running, the main files used are vehicles.img, componentpeds.img and the map files (dynamic memory).
So if we add extra 350Mb to vehicle.img (200Mb is stable size with the mods), we have to balance the game by taking the same size from other files.
this mean if we, for example, take away 350mb from the following files:
componentpeds.img - disapearing world bug is gone, but we are left without peds, and the textures still pops out a little.
maps files - the best way to re compensate for the added vehicles.
So how is it done?
Run OpenIV, and go to \Rockstar Games\Grand Theft Auto IV\pc\data\maps.
Select what you dont need.
-----For example, \Rockstar Games\Grand Theft Auto IV\pc\data\maps\interiors\generic
-----Delate the content, and rebuild the archive.
WHEN I REMOVED THE MAP FILES THE BUG APPEARED 20MIN AFTER THE START OF THE GAME
WHEN i REMOVED PEDS I PLAYED FOR ABOUT AN HOUR WITHOUT TEXTURES POPING OUT AND I WOULD PROBABLY CONTINUE PLAY MORE

I found the solution to my problem (disappearing textures after few minutes into the game or when I have a few stars)
In the past I used my custom car pack in EFLC and GtA 4(350mb + 100mb BOGT) without any texture problem (max number of cars that i am able put without the bug).
Then, a few days ago the same car pack started causing texture bug.
Sometimes I could play longer without the bug, sometimes just a few minutes.
Today I think I found the solution to my problem (probably memory leak):
-memrestrict 629145600 HIGH TEXTURES
So far I havent encountered the texture bug, and the first thing I noticed was that the building in far distance I are not blurry any longer (on the contary very sharp).
Hopefully, I its the end of my struggle to regain the experience.
