Try running the game in Windows 98 Compatibility mode or any other Compatibility mode. If that doesn't work, try to run it as administrator. Besides, do you have any mods installed? Are you using cracks? Do you play with the original DVD in your Drive? Where do you have the game from? Have you tried to re-install it? Did you also try to remove the gta_sa.set file located in the San Andreas User Files folder?

Try deleting/moving/renaming the gta_sa.set from C:\Users\user\Documents\GTA San Andreas User Files, or where ever your SA user files are stored. This usually clears up problems when the game doesn't run but did before and no other modifications where made to the game.

Note that this file holds any custom controls you may have set.

Whoops, I wasn't quick enough.
