So after 3 months I'm going to repair my PC. The problem was the graphic card (ATI Radeon HD 2600 XT I know it's bad but I actually was able to play new games fairly well on medium settings) it died out. Now again I'm not going to buy a very good graphic card (cause I don't have the money) and I'm planing to buy PC-E AMD Radeon HD 6450 which I already know it isn't good by today's standards but hey anything's better then what I had so I'm going to buy it. Now the problem is that I don't know if something else is wrong because when I tried to boot the PC about 2 and a half months ago it wouldn't boot immediately but after 3 seconds. What does that mean? I think it might be something about the power supply but I'm not sure. So if someone could help me I'd appreciate it. Thanks.

PSU was my first guess too. Borrow a PSU from someone for testing if you can.
