Whenever I stare at shadows, the game lags a bit. Any solution? Thanks.

Change the Visual FX Quality to Low.

I would avoid using Radeon GPU's for San Andreas. I have a HD5670 myself, and I do encounter lags, except when I set the Visual FX Quality to Low. I had a GT220 before it, and haven't encountered any lags with Visual FX Quality set to Very High.

Recommended spec for Video Card is:
 128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)

I meant low-end Radeon's like mine or that you've posted. High-end Radeon's don't have this problem.
You will have lags when playing at Visual FX quality set to anything but Low.
This is a bug I confirm, based on my experience, and other users problems.
