Unfortunately, your PC does not meet the minimum system requirements to run GTAIV. The processor and RAM are good enough to run the game on lowest settings with a somewhat acceptable framerate. But the graphic-card is the biggest bottleneck of your computer and it's too weak. The only way you can run the game is to upgrade your PC; it won't work otherwise.

Actually, the ram and processor are not good enough for the game...He only has a 32-bit OS, which means the maximum ram the system can recognize is like 3.5GB, which the Video card is using over half of that 3.5GB, so it's not leaving much left for applications/programs and games....?
The Processor is only a Dual Core(and a weak one at that)-from my experience with Pentium Dual Cores(and a 2.2GHZ one at that)-that's what my mom's PC has, and it is about the same speed as my old Sempron processor which was @ 2.1GHZ....In short, not very powerful at all....

Also, chances are that since that is an Integrated video card, it more than likely does not have more than 128-256MB of actual Dedicated vram?

nah. he can get at least 20fps with a 8600 gt or such. windows 7 is slowing him down with that processor AND gta IV, but i remember getting20 fps @ 1920x1200 with 8800gt 512mb and vista and core 2 duo e6550, not to mention x2 3800 and XP

Yeah, the processor and RAM aren't all that good, but it should be possible to run IV on the lowest possible settings with a somewhat playable framerate. But it's not going to be stable and it won't be very enjoyable to play on several occasions. As for the GPU, it's odd that it uses 2GB of the system RAM. If the information from briliant_prime is correct, then he can try to allocate as little RAM as possible or better yet disable the feature altogether and upgrade the PC with a graphic-card that is capable of running GTAIV on at least low settings. But the PC in general is very outdated so it's not really worth it; it would be a waste of money. The only solution would be to buy a new PC.
