Lag on Disc-Based Version?

I installed GTA 3 on my Windows 7 PC tonight, and have been experiencing pretty awful lag while driving. I've turned off trails, lowered draw distance, and even tried changing the resolution to 800x600x16, all with very little effect. I suspect that at least part of the problem stems from the fact that I'm using the disc-based version, because it seems to be reading the CD nearly constantly. Another issue could be my poor GPU, but it still far exceeds recommended specs.

So, I have two questions:
1. Would a CD crack likely eliminate the lag I've been experiencing?
2. Is there any way to manually lower texture quality?

Here are my specs:
OS: Windows 7 32-bit
Processor: Pentium 4 3.0ghz
RAM: 4GB
Video Card: Visiontek ATI Radeon x1300 PCI w/ 256MB graphics memory
No Mods installed

As far as I know, the unpatched version (1.0) plays audio files from the CD - hence the lags. You should install patch 1.1 (available here) and copy the Audio folder into the GTA3 installation directory.
