And if it is legally called a City, then it is legally a City and if that area is represented in game it is representing a City.
Hell Beverly Hills is confirmed to be in the game right? Beverly Hills is legally a separate city from LA, therefore if Beverly Hills is represented in the game it means the game has more then 1 city. Santa Monica is represented in the game, that's it's own separate city in real life and this it is another city in the game too. So there you go that right there brings the game up to having atleast 3 Cities.
It's not really that hard of a thing to understand, I don't see why so many people are having problems understanding it.

San Diego (the 2nd biggest city in CA) is 1/3rd the size of LA. If LA is a "Major City" I wouldn't consider something next to it (for all intents & purposes) that is 1/3rd the size a "Major City".
Ok so let's use the idea of a "Major City" having a population of atleast 1 million people, ok that rules out San Diego but allows every other City in California to be in the game.
