When I turn on GTA IV San Andreas Single Player I get an error: An error occurred while running GTA. It was not possible to skip the Rockstar Games Social Club. Please start the game manually. Immediately after this error I get another error GTA IV FATAL ERROR: EFC20 Invalid resource detected - Please re-install the game

If its telling you to re-install the game then maybe thats gonna fix it..why dont you want to do that?
