I'm looking for a tutorial for "Night Vertex Painting" for Grandtheft Auto: Vice City. I'm looking for something like the following link:
But for GTA Vice City. I want to make Vice City as Neon-Lit as possible. (ex: adding more Neon to buildings, certain areas, etc.) Thanks in advance.

You can figure it out by looking at VC's original map .dff + .ide files. icon14.gif Also, VC only has one vertex colour channel not two like SA does btw.

How do I go upon achieving this task? Should I follow the video's Tutorial somewhat? And thanks for responding to my question. My last few questions or requests have gone unanswered.

Edit 1: I followed the Tutorial on the Video. But, it doesn't look ingame like how I painted it. Here's how I painted it in 3ds max:
