To make an account for creating a state of that size in real-life, they have to go way beyond the size of current size of Los Santos in V alone and and make more infinite land space to intertwine much larger cities like Las Venturas and San Fierro.

I already mentioned the solution for that problem, just make a map for every city and load them on demand in the game. The only problem left, like Money Over Bullsh*t said, is the disk space on the consoles.

Maybe not a huge state like San Andreas. Although, I can imagine them doing a smaller state, like Rhode Island or West Virginia.
