what performance will 9800gt give to me on C2Q 6600 2gb ram gx755

A 9800gt should give decent performance with that setup, but the power supply unit of the gx775 is only 305 watts, I believe, which is a bit borderline. A 400-500 watt psu would be ideal.

i think i can still use that power supply for that card will it get fit in gx755 M-tower

Yes, the standard profile 9800gt will fit, so long as your case is not the narrow version. You say it is the M tower, so it will fit, according to this document:

I use to have that card on my old rig, game gets laggish when starting to use high quality settings, used to keep most things on medium and texture quality on low.

some people are saying that it needs 400w psu with 26amps or you can blow up your pc so will it be safe or i should use recomended psu and if than which one that can run this card with safety (no plan for future update)

I cannot see any 400 watt psu on there, but some 500 watt ones by Seasonic and Antec would be good, like this one:

several things here. you DID NOT POST THE RESOLUTIONS YOU PLAN TO PLAY AT WITH 9800 GT.
i have one 512MB 8800 GT, and three 9800 GT (PNY 1GB WITH NO PCI-E CONNECTOR, AND TWO 512mb 9800 GT with no connector). i have played gta IV with q6600 + 8800 gt/9800 gt and i recommend gt 640 now, because if 305w is a decent brand (some dell optiplex come with delta power supply), it will provide a better experience going forward. lastly this is the same type of question you have been posting since you came here, you ain't upgraded that computer yet?
