The possible explanation for there being different builds of the game in the same trailer is that with how long the trailers will have taken to 'write', compile and edit, the game will have been constantly updating in build throughout those months. It simply wouldn't make sense to go back to every frame that has a tree missing from an older build and update it by 'filming' it again in the latest build and editing it all over again. It's not as though the trailer team have just copy-pasted a bunch of cut-scenes from the latest build of the game and said "Trailer!"
The whole time that Rockstar has a team working on compiling and editing the trailers, the game itself is transforming week-by-week, month-by-month and they can't effectively 'start over' on a scene because a tree or a lamp-post got added. The game was delayed right in the thick of the months that Rockstar were planning to ramp up their marketing campaign, so they will have been juggling resources a little bit here and there.
Stuff like this also shows us fans that they are working on the game,and that they are changing stuff,which is great!
