Edit: oh... handling id. now i get it.
Edit2: not working for me... editing carcols.dat crashes my game...

First of all author has removed comments from vehicleAudioSettings.cfg.
They could help a lot when editing this file.
Someone could understand what values mean, but it's not possible without comments. They were quite useful.
He correctly didn't write how to add handling lines - it's not yet possible. Perhaps in the future.
Also, there's no need to edit american.gxt
If you use CLEO Library, you can create CLEO\CLEO_TEXT\vehicles.fxt
Put names like this:
|AT400 Boeing 737 LOT|
ELEGY BMW M3
HOTKNIF Talbot Lago T26C
PCJ600 Aprilia RSV4
NRG500 Suzuki GSX-R600
SANCHEZ Yamaha YZ250F
HAYABUS Suzuki Hayabusa

GXT labels of IDE vehicle entries should correspond to names from FXT file.
Remember not to use GXT labels longer than 7 characters.
You didn't explain how to know what ID could be put, what ID is free. How do you expect potential readers of your tutorial to know it?
Install Free ID List Generator for CLEO and type "FREE" in game. Free IDs.txt will be generated in root GTA San Andreas, the same directory where is gta_sa.exe.
Open this file in any of text editors and you can find free IDs (identifiers)
Otherwise if you just want a list of free IDs from standard unmodified GTA San Andreas, you'll find "Free IDs on unmodified GTA SA.txt" in downloaded archive.
carmods.dat - you can edit this file.
