1") install a clean copy of gta iv
2") update to 1.0.4.0
3") use contig to improve your gta iv performance

Honestly I believe your GPU will become toast.

Intel GPUs are not for gaming.

Intel GPUs are for everything, they're just bad at it.

The command lines -availablevidmem 25 and -percentvidmem 100 are contradicting each other. You should remove the latter one, and also decrease the number of the former one, take 4 or 5. Put the settings in the menu to the lowest possible ones but you can perhaps keep the resolution. If you have a Quad-Core processor so an i5 or an i7 then you can remove the -minspecaudio line. Also you can remove the -norestrictions line as it would contradict the -availablevidmem <insert number> line.

Are you talking about me? If yes, then there is a reason why it's not a good idea to run the game on high settings. The HD3000 is just a IGP and gaming with decent settings isn't possible with it. It would probably cause more trouble to play a game like GTA IV with high settings on such a GPU than it would improve anything and last but not least, the framerate wouldn't be smooth on settings that are higher than the low[est] ones.

bahahaahahaha! i just now saw this! you must want us to forget that you own a computer store, by your own admission... its in your own best interests to sell people computer parts they don't need or upgrade when its unnecessary...
