It also makes no sense that on GTA IV: The Complete Edition, neither TLaD nor TBoGT contain the original radio stations and songs from IV... even though it would be extremely easy to include them all, thus being "complete". And Annihilators were removed from TLaD multiplayer, but returned in TBoGT. And the museum interior is open in IV and TLaD, but not TBoGT (although it and many mission interiors are accessible in multiplayer for some reason). And IV had a million multiplayer game modes, but the DLC had hardly any.
R* is kind of lazy sometimes. So, I don't know what to tell you about the comedy stuff.
I wasn't even aware it was accessible in TLaD (I didn't play that one for very long).

Bullsh*t reason, one of the last missions in the game involves a huge shooting at Masionette 9 and Tony re-opens it.
It's either because they wanted it to be "exclusive" like its advertised as, or they couldn't get Vladivostok FM to sync right or some sh*t.

Yeah, you're right then. Still, it should've been open though. Open-world is what GTA is all about.
