Completely agree with this. No other GTA city has managed (imo) to match III's LC for those ambient, distant sounds.
III vs. VC is a difficult one. One that is hard to prise from nostalgia.
The City - LC. Far more varied both in terms of districts and in terms of geography (hills!)
Soundtrack - VC. Undoubtedly. Rockstar took a very different approach here and it worked marvelously to really bring out the 80s atmosphere.
Story - VC by about 60/40. III had a great story of working your way through the ranks as button man, and I liked that. You worked for every single gang barring the Cartel IIRC. VC's story, for all based upon Scarface a lot, was fantastic. The asset building was something that was sorely missed from all GTAs after. There was a real feeling in VC of rags to riches that was achieved superbly.
Weapons - VC easily, although III's sounds were better.
Vehicles - VC.
Gangs - III, easily.
Overall I'd say VC does win, but its fairly close.
