OP, it's true, although this sound effect is from GTA 2, it was used on Claude, so he did talk.

Beta is just a version in development, the final version is highly altered with plenty of additional content, such as the removal of his voice. if he doesn't talk in the final version, he is considered to be mute.
There is nothing else to be discussed, you can stop starting threads related to issues we already know.

1) There is nothing to suggest that Claude Speed from GTA 2 and Claude from GTA III are even the same person. It has never been confirmed nor denied by anyone.

Why would they even begin going through all the trouble of giving him a voice when they knew they weren't going to come through with it?
3) Why do they have to be lying when they say that the video is faked?
He never had a voice, just get over it.

Also, the type of player models in GTA SA are different -and superior- to the models from GTA III (PC and PS2 version, because Xbox used the same kind of model from Vice City/SA)
