Slow loading textures

i2500k, overclocked to 4.0 ghz
GTX 670 Gigabyte, 2GB
Running on Max settings.
Default distance and distance quality.
My fps is above 40, but after about 30 minutes it's like my textures load slower and slower as time goes by, like a messed up loading of cache or I'm really not sure.
Mainly occurs on the buildings, don't think the cars get effected by this.

I think that it is set in RealTraffic.asi so you would need to know how to modify scripts to be able to change it.
