I can model buildings, texture (respectably), bake. I am also starting to learn to import maps in GTAIV. I would rather find a team to help me out and create this map, though.
I have already made the VC heightmap, using CryEngine 3 to better edit it. However, it can't be made in CE3.
-A road planner/terrain artist to cut the pie and export
-A modeler for character editing/creation

The idea is to reimagine Vice City on a bigger scale than the old game (think GTA3 LC vs GTAIV LC). I wouldn't like toI'd really love to add the swamps and forests to the NW, but I'm not sure we'll even be able to get the islands done, until we gather up.
-The map size is 8192x8192m (1m~3ft/pixel)
-VC is 4,8km long (vertical axis)
-Recreate Vice City
-Port original VC radio stations
-Add missing vehicles (some of them are already in GTAIV)
-Create Malibu, Ocean view and a few more enterable places (malls, houses). I wonder if Split Sides' show (audio, models and animations) could be "transplanted" as is
-Create a functional subway system
-Add mini-Cuba (the little island at the bottom right corner)
Other ideas (changed):
-Add female cops
-Modify or edit LC's TV stations and shows to 80's style ones (we'll need a script for that)
