What's the audio file format of GTASA audio?

It has a streams section, and then an SFX section. What is the difference in these formats? And just what is the standard they use. The files appear to be either encrypted or compressed, or both. There is no plain text file-format-id to look for (bitmap pics have "BM", wav audio files have "RIFF" and "fmt WAVE", etc). But with the GTA audio files there is in fact no discernible header at all. Was the game preprogrammed to know EXACTLY what to do with the files, and as such there's no need for a header in these files?

Can someone please explain?
