Hey guys please help me.

I bought a new hard drive and I selected it to be with boot priority number 1, but when I boot up the PC I get this message in a black screen.
I even tried it with a USB that had Windows 7 ultimate but nothing.

"Reboot and select proper boot device"

I assume the hard drive is empty, which means you can't boot anything since there isn't anything to boot. If you want to boot Win 7 from your USB stick, you'll need to change the boot priority to 'USB' or something similar

Set the boot order so that HDD is 1 then CD/DVD then USB. The BIOS should go down the line until it fits a bootable drive with an OS of some kind on it.
You should/could also, if your mobo is new enough, press an F-key I believe F11 in most cases and it'll bring up a boot menu to which you can then select the drive to boot from, in your case select your USB device.
