How to change the weapons used by gangs in Vice?

You'll see more of these similar lines for all gangs below that line. All weapons and gangs have their numbers. Use Sanny Builder help (contents, SCM documentation, GTA VC, weapon numbers and gang numbers) to change them as you like. After you finish click run-compile. That's it.

If you did then just change the number 17 (which is colt45 weapon) to a weapon you want. For example we want to change the Cuban (gang 0) pistols(17) to m4(26). Change number 17 to 26. And did you click run - compile after you finished? Also my answer is for Vice City only.

Yes I did.
I just checked the file again this minute and the changes I have made are still there. The only problem is when I load up the game, all the gangs are still carrying handguns.

1) SWAT team
2) National guard
3) Vice cops
They arent listed under the gangs category, I have had a look around that whole file but cant find them anywhere.

I will continue on with what I have done so far.
Im not sure what the coding means by the term "secondary weapon" when each character was only given one weapon to begin with. I have given each gang both a primary and a secondary weapon to make things more interesting.
I wanted to keep things within the borders of reality and not have street gangs walking around with high powered assault weapons.
I have realistic weapon mods for every single firearm in the game. The Ruger now looks awesome and the "M4" is now an M16-A1.
All the sound effects are now different too.

I have changed the firearms in almost every mission in the game so far. Some of the weapon choices in the game by the coders just never made any sense to me.
I want to change the firearms for the SWAT guys and the national guard. Surely it cant be that much more difficult than altering the main.scm file?

Each gangmember has one weapon. Some have the primary weapon and others have the secondary weapon, it's random.

As JACK JONES already told you it's stored in vc.exe . You need to locate the memory adress that contains the weapons of the police and change it.
