You can see this by pressing map helper in GIMS and don't model outside the displayed map.

I don't know of what units, it depends on your 3ds max current scale.
But I did mention that you can see it using GIMS, right? Which automatically shows it to you base on your max settings.

yes but it is because only the water is rendered but the objects wont be rendered if the pivot of the objects is outside that zone.
if the object is near that limits then it will have problems with rendering
