What am I doing wrong?

So I've upgraded recently. The specs are:
8 GB DDR3 RAM
Geforce GTX 570
AMD Phenom II X4 945 Processor overclocked to 3,4 GHz (the only part that wasn't changed)
Windows 7 64-bit

And everything runs just as bad as it did before. Some games run fairly well, but not as well as they should. However, most games run very bad. In 3DMark I get 15-30 FPS at best. GTA IV runs at 60 FPS in the benchmark, 30 FPS in EFLC, and it's not the most reliable form of measure because in gameplay it's VERY bad (30 FPS at best, decent FPS only in enclosed areas where nothing's around). Even Windows takes kinda long to start up (I gotta wait up a few minutes after the desktop shows up before it responds to anything). Is it because my HDD is too clogged? I have a lot of stuff there from many installations back. Perhaps I should format a partition and reinstall?

Start fresh, reformat.

Alright, I'll go with that. Do I have to format everything just in case, or is one partition enough? Copying all those years of data would be painful.

Just system partition. Also, your CPU is bottlebecking your rig, try overclocking it to 3,8-4GHz.

Thanks, I'll attempt to but only after I get an aftermarket cooler.
EDIT: Ok, I reinstalled Windows on an empty partition and it did nothing. I've overclocked the thing, and I should really get that cooler... At first games seem to work well, but then they crash, there's a weird buzzing sound coming from the speakers. Or I should just get a better processor altogether (no money, so I'm stuck like this for long...)
