I learned myself how to make COL, as there isn't any tutorial.
But I hope the rest of the team is doing something also, I don't want to do everything in this mod.

-Fix vehicle reflections on truck when ENB is on
-Fix missing Toni's safehouse
-Add all other LCS buildings and map changes
-Replace all VC cars with their LCS counterparts
-Use a different grass texture
-Delete the many many unused and un-needed files that for some reason are included in the mods rar
-Change the main.scm so that the map is fully loaded when the game starts
-Fix the gta-lc.ini because the user data folder is too long: it breaks LC launcher
-Fix the hud colours
-Fix the fonts

I can't you use ENB because my laptop is too old, after beta will be realised we will convert map direct from LCS. I know, the alpha is rubbish, but beta will be better version.

Is your team converting the original LCS map from original LCS ps2/psp files or are you guys re-making it from scratch?

My total conversion is an independent mod.
Everyone would get it and add missions and different stuff respecting my copyrights just like GTA LC.
And I'm creating not only map.
Don't worry, Xepomaht, as I said, everyone will be able to download my TC when will be finished .

Great! I guess it would be like playing LCS on 100% completion?
Edit: Hope SA camera movement can be done. But would the mod also run on Vice City Mobile?

It's only for PC, Vice City.
I just put too much effort to convert Worlds to PC IDE/IPL standard and other things.
