Did you install the game from the Original DVD?
What Edition (Version 1, 2, 3.) is the Game. (find it on the Main Menu Screen lower right corner or Box/Disc/booklet.)
Did it ever play correctly?
Did you install any Mods?
Sometimes deleting the GTA_SA.set file in the User Documents GTA San Andreas File works.

All that can be suggested here is:
Uninstall and Reinstall the game without any mods or downgrading of the V2 game.
Play the game to be sure it works.
And then you can install the mods one-at-a-time playing between each install to verify that the game still works.
If it does you can install the next mod and repeat until you find the onethat screwed up the game. Don't use that one or seek help with that one in the Modding forums.
If by chance (since you evaded the sourse question) you have a pirated game you won't get help at all, because there are no fixes to be found here for warez.
