All GTA's do this for some reason, I think it has to do with the COL material.

i think it have to do with Model prelighting

study these two tuts:

tut-3dmax-prelight-dinamyc-shadows

3ds-maxmodel-prelighting

the models loose the prelightning from import and export by 3dmax and looks ugly and dark

the most sa objekts are looking also bad done if you see the results of good prelightning

i think it needs effort to give it the same light as remaining neighboring parts

Example for prelightning:

They dont loose the vertex colouring from importing, they can lose it depending on how you export the models though.

editing the models will mess it up, at least making it inconsistant (obviously) not sure if that removes all of it though.

probably easy to fix small areas using the vertex paint thing in max, I think paroxum wrote a tut that says a little bit about it.

could be something to do with the lighting in the col though or did that only affect player models cant remember?.
