Anyway this is my list for the next GTA title.
• More attack vehicles.
• Semi trailers for trucks.
• Planes. But with variety instead of just 2 or 3.
• Minigun return. Along with many other weapons.
• Realistic AI traffic.
• More explosives.
• Bigger map; country side, highways, airports etc.
• More interiors; not just for apartments, but for bigger buildings as well.
• More variety of public transport and city tours; buses, coaches etc.
• More players for a Multiplayer server, Free mode having the most though.
• Military. This was replaced by the NOOSE in GTA IV.
That's about all i can think of at this moment.

* More realistic traffic/civilian pedestrians
* Bigger variety of cars
* More in depth very intense story that really puts you in the protagonist's shoes while at the same time keeping the realism that past GTA games have followed.

the only thing i would add is instead of the m4, make it an M16 simply for realism. When you have an RPG you dont really need an AT4, nor HE grenades when you have M60s. OR keep the m4, add silencer and toggle firing modes.
The only thing i want is silenced pistol/sniper a M4 silenced is just icing on the cake, Dual weapons, meh...and adding tons of weapons that dont change gameplay and just damage will take away from the game more than add to it, making difficulty easier and having a tier effect of more than 2 is useless.
***GTA 5 should have a mission creator as well, so i can play the new game indefinitely.*** (like infamous 2 style) And should include hosted downloads for other's submitted, and be able to rate them, sort them, and have prizes and stuff for people who create badass missions/scenarios.
a 'tagging' ability, like a tracking device, when stuck to a person/vehicle they will stay around instead of disappearing. This will allow you to stick a tracking device on a pretty car when your busy doing something else, or find that person who cut you off and made you crash and fail a mission.
Stickups/holdups, simply more of them.
More espionage missions. Including STEALTH. I dont see why they didnt include basic stealth, even a slightly upgraded GTA:SA version. I'd also like to be a sniper on a roof and pick off people without them noticing me, have the cops search around for a bit before locking on to my position.
Have the whole radar thing from IV, but dont put cops on radar.
With all the content from GTAIV/EFLC there isnt really too much to add....they should however make the game difficulty harder and keep the car bombs
EDIT- i agree with more attack vehicles, especially a patriot with a mounted turret, and bring back a tank. Make a NOOSE tank and a SWAT APC w/ riot control water turret, like GTA:SA.

Stupidly pretending to have stealth, but actually have a thinly veiled "cops magically know where you are" system... You wanna know why? Them lazy bastard programmers know it's harder to set up a true stealth system than a poorly masked GTA3 type wanted system. And I paid good money for this trashy programming! (I'm a bit of a programmer myself)

Silent Storm (especially the Hammer & Sickle mod) was a great game that did not get much recognition. It was a turned based tactical squad game with great gameplay. It featured over 100 weapons, but acquiring them was very difficult, and ammo is at a absolute premium (not to mention money). The HS mod was especially difficult because your actions effect the outcome of the game. You can actually go down the wrong path that leads you to lose the game at the end. Frustrating at first, but the replayability was great.
R*'s The Warriors for PS2 was also a great game. It was more structured than GTA, but very similar overall. You needed to buy or find drugs that would rejuvenate your health. To get money, you would rob stores, mug people, and steal car stereos. Id like to see more thugish ways of funding your operations at the beginning, until you get on your feet.
Overall, I would like money to be more important in the next game, and weapons and ammo harder to come by. I want to work at building a stack to buy hard to come-by items, and not have them just laying around.
- Customizable protag (not just clothes)
- Customizable weapons
- Customizable cars
- Ability to purchase businesses, additional safe houses, hangers, garages, police protection, body guards (and equip them), etc... MAKE MONEY WORTH WHILE!
- More side missions
- Bring back the army (tanks, attack choppers, hydra)
- Planes & jets

- Buyable & customizable property and cars
- Returning weapons, like the flamethrower, minigun and especially the melee weapons. Also customizable weapons.
- R3 missions, but more interesting this time.
- More varied story missions, I got bored after 50 jobs in GTA IV that involved killing, killing and killing...
- Regenerating health
- Tanks, bicycles, planes and much more different helicopters
As for the location, both San Andreas and Vice City would do...

Yeah, that was lame. We all got the impression that GTAIV would be line of sight and that we could use stealth to escape police. It was just the same old crap, though.

- The police to set up non-scripted road blocks i.e. they can be wherever as long as they follow some variables.
- For the vehicle you use to get away with to have a wanted license if you escape a 3-star level or higher. If any cop notices the car after this, your star level will be reset to the original again. Of course, to can just evade the car and get a new one. But if it's a good car you like you'll have to replace the license plate at a car shop and it's expensive because it's pretty much a crime.
- To be able to sneak. The AI should be greatly improved.
- Possibly for your character to be wanted. If you don't change your clothes you will continue to be wanted. So if you avoid the police after a 4-star level or more, if they see you again then your star-level is revived.

Safe Houses are cool but maybe need a new feature or 2
eg: When you nick stuff in night house robberies you actually keep the stuff, or you have the option of keeping the stuff, to put in Safe Houses.
Proper police chases with the same police cars, ie without Police spawning from everywhere all the time.

also gta 4 was just a city and not different terrains, like san andreas there was towns forests airbases etc it should be like that!
you should be able to drive planes
the driving system should be changed to make it more releastic with the pedestrians!
i miss the modifications of the cars, that was a big part to make your car different than the ones on the streets!

-Usable indicators and windscreen wipers
-Better safehouses and parking, e.g depending on the housing there would or would not be a garage)
-Large large large map
-Many ways to lose your money like RDR
-Larger areas of and more realistic suburbs
-If there's countryside (I hope there will be), I'd like lots of farms, open areas and forests with wild animals. You could be attacked by a bear/alligator etc and there would be roadkill.
-Police, taxi, paramedic, firefighting etc missions

Much longer story mode
Weapons: M16, USP, Glock 18, UZI (as in GTA Vice City), MP5 (extendable shoulder thing), double-barrel shotgun, flamethrower, chainsaw, M249 SAW, Sticky Explosives, AT Missile Launcher with lock-on (for the APC's and n00bs at free mode that think they win if they use a tank), Some sort of tracking device, sawed off shotgun, M9 Berreta, .50 CAL Sniper.
Weapon Customizing: Add silencer to all weapons that can handle one (not shotguns ofc), also add stuff like extended magazines for pistols, ACOG Scopes, Sniping scopes, Red dot sights, Pistol grip handles (for M16 or M4), give the player a workshop where he can customize his weapon after learning how to, or if he doesnt knows how to customize anything yet make special stores where they can customize it for him and maybe teach him at the same time, grenade launchers, and bi-pods ! also, make silencer for the .50 cal sniper.
"Special" Vehicles: Patriot in army camo paint, with mounted .50 cal machine gun, APC, Tank (from SA), and the ability to add weapons such as the M249 to cars like Bobcat in special workshops. ofcourse make it illegal to drive with it in the streets.
More realistic Police behaviour: if a player takes out a weapon in the streets and people panic, make cops try to arrest him, also make it like 4 stars if player is driving an APC or a car with mounted weapon on it.
Make more realistic things: Player wont be able to take out an RPG or M249 out of his pocket, make car trunk's useable as storage places for big weapons such as AK47 or a shotgun, and also add the option for the player to deal with drugs or various illegal products so trunks will have use in this game as storage places. also please add the ability to murder someone and put his body in the trunk
add stealth ! also add knives for it
Careers ! would be epic if player could choose his own career in the city, e.g. work as a lawyer or as a police man, ambulance guy, or join some gangs. ofcourse make sure that when player is on a "legal" job such as policeman he could still go corrupted and sell drugs or claim money from wanted people or he arrests them, add a job at the hospital as a janitor or anything creative so player could sneak into the hospital storage and take some medicine and sell it on the streets later.
Real-life police behaviour : even if you got 6 stars on ya, and the army is rushing in trucks, they will try to arrest you instead of "shoot on first sight" and add a surrender option if player wishes to surrender instead of dieing by the law. and make weapons dissappear after death, unless player choses to pay for them, but make it heavy price for each weapon, + to realism

Not to mention more custom paintjobs too.
I'd also like for more fun cheats like we had in SA. TBOGT brought some of that back with exploding punches and fun vehicles like the buzzard and APC, but it still ain't nearly enough to what SA had.
And I kind of miss garages to save our vehicles in. Parking spaces were neat at first until traffic started crashing into my saved vehicles and on one occasion when the cops were after me, one cop got into my Infernus I had saved and used that to chase me down.
