'Why 'Harbour City?'
Well, back in April 2009, IGN decided to play a april fool's joke on a bunch of people stating that the new GTA would be in Australia and would be called 'Harbour City.' Shortly after, IGN revealed that it was a hoax, completely made by IGN. I decided to keep the idea of it being in Austalia (Harbour City) and the whole thing but changing a few things, such as the time period and how it all began.
'Why is it set in 2004? WE WANT THE 70'S OR 80'S!!!'
Yes I understand that, but at the same time there are people who want it to be in the present or in the not-so distant future. But since the GTA V announcement that Rockstar has launched web domains for the in-game use (likely, not verified, but it does gives us clues!) I decided 2004 was a good date.

Grand Theft Auto: Harbour City expands and improves on the benchmark GTA IV from Rockstar North, bringing Rockstar Bondi (Team Bondi) instead into the spotlight.
The game is set back in 2004, when crime rate was pretty high. As you start the game, you enter the life of american resident 'Trevor 'Thumb' Conroy.' This character lived in Vice City back in the day, now he's 26 and living in Harbour City as a low-level thug. His accidental initiation into the high rollers' gambling circuit through the dominance of the city's underworld, financial strict, and celebrity scene. He hasn't been mentioned in any GTA era, that brings more mysteries yet to solve from this character. He will slowly start revealing certain things about himself, wether to other people or by learning through actions. As a part of the Harbour Hustlers, while their gang 'hideout' is located in Frontyard Ave.
Like in GTA IV, the game's mission-based structure will remain intact, things such as side missions and environmental interactivity will be put more into thought by Rockstar developers. Harbour City will run on a better and enhanced version of Rockstar Advanced Game Engine supported by the continued licensing of the Euphoria animation engine.
Missions and free roam gameplay will take Trevor across the great 'Coathanger' (Sydney Harbour Bridge), Harbour City Amphitheatre (Sydney Opera House, Knight's Crown (King's Cross), and Greenleaf (Redfern) districts. Also not the surrounding beach communities of 'Sheldon' (Bondi) and through the tangle of city streets and inner-city residential suburbs.
While Harbour City takes cues from Sydney's urban landscape, a portion of Australian outback will also feature.
Gameplay continues to have much of the traditional GTA structure; however, Harbour City will feature a new co-op and counter-op mission structure, expanded playable landscape (including terrain deformation and an action-sports angle to several mission scenarios), and the classic; multiplayer.

True branching story arc- a series first
The location in this game is completely based off Sydney, Australia. The reason why I picked Australia as the next possible GTA game is because of one main reason. Australia has all the aspects of past GTA games' locations in one place. Don't believe me? Read on further. Australia has lots of beaches and an excellent tropical climate, just like Vice City, a.k.a, Miami. It also has a more urban style setting further onto the city that ensembles Liberty City, for those of you who like more urban-style locations. it also has the most dangerous, and ghetto-like alleyways that can be used for hood style life, like in San Andreas. And I know what you're thinking "San Andreas has beaches, city, and ghetto. Vice City has also some ghetto and Liberty City has also beaches and ghetto." Yes, I know that, but unless the next GTA is a DLC, BELIEVE ME that Rockstar will not base the game in Liberty City again. Vice City already has two games based in the same location and even though San Andreas can be a great choice, I still decided to go with Australia for its most diversity.
There's a wide variety of characters in this game. There will be a lot of diversity when it comes to characters, physically and internationally.
-Trevor 'Thumb' Conroy
A young, white, rebellious 26 year old thug. He is really into poker and gambling. He went to Harbour City to make a life for himself, but ended up in his criminal life, doing small (yet growing) crimes. He is a part of the Frontyard Hustlers. He is Gerald McReary's right hand man, Gerry is taking a break from the McReary Mob. He is leaving most of the work to his father and his accomplices. He is on a one year trip to Harbour City to settle some unfinished business. Trevor is a gambling addict, and owes big money to Keith Lowe. He has a very distinctive scar on his bottom lip. Trevor lives in his gang hideout, just like Johnny. However, his room isn't as bad, it's got a bed, a bathroom, a closet, and a small TV. Since the gang hideout is a building, you live on the first floor and as you go up, you'll encounter all types of people in each floors, some playing cards while others simply talking. The main room is on the second floor, there is a bar there where you can get drunk (each shot costs $2) and play minigames such as arm wrestling. Later through the game, Trevor will acquire more and more safehouses. Some can be purchased, just like in San Andreas. Here is a picture of Trevor. Yep, saw it coming, didn't ya? Anyways, Packie is back in the game. You're probably wondering, 'Hey, I thought Packie had never left LC?' Yup, I'm pretty knowledgeable about it and I know the game takes place back in 2004, but I came up with the following excuse: Packie went to Australia with his brother Gerry in a year-round trip. His brother went for business while he only went for the 'beaches and hot chicks.' In GTA IV Packie mentions that he want to go to Australia, but that's because he doesn't want anyone to know he's been there already after the small incident when he while drunk and naked, attempted to hi-jack a car but failed, causing public humiliation to him and being arrested. If the topic is brought up, he'll quickly change it or tell you to shut up. He looks a lot like he is now, except he's got a change of clothes.

For a year-round, he'll be your boss/leader/whatever. Packie is also in the gang, and you develop a strong friendship with him (With Gerry too.) Gerry looks a lot the same, with the sea green eyes and brown hair. He has a goatee, though. And he dresses more stylish. He is in a year-round trip, with a death wish. Gerry is not really that heavy on drugs at the time, although it may seem at some points.

Mexican gang owner: Los Diablos. Very violent and intimidating. He has a mustache and always has a cigar on his face, either on his ear or his mouth. He is very neurotic and will freak out at the most minor thing. You will work for him in a lot of missions, he want a bunch of people killed, who want HIM killed. In his last mission you will have to set a car bomb to kill him.

Italian Mafia owner, certainly doesn't like being messed with. With bodyguard Danny Braxton on his side, nothing can get through him. If he wants you dead, then you better run, before he finds you. He looks a lot like Jimmy Pegorino, old-like with a Cuban cigar dangling from his mouth and smart clothes. He often adjusts his tie when he's nervous, and his ashtray is always full with smoke coming out of it. He is very nervous and anxious. Will question you at the smallest thing, like 'Where you followed?' or 'Are you secretly a cop?' He is not really trustworthy.
Owner of the local Australian Mafia; The Convicts. Left his hitman days and got more involved in the Mafia. He is very relaxed and optimistic, if he is shot in the leg, for example, then he'll say 'At least I got another of those.' or 'Lucky I'm alive, Trevor boy.' He is very powerful, never kills but sends to kill. He will never kill someone that is innocent, but if you however mess with him, then you will have an ensured death.

Owns the Majestic Hotel back in Liberty City, but is on vacation here in Australia. However, locals are making his vacation very hard and complicated, blackmailing and following him. He is not surprised he has attracted minor attention here in Australia, but he is annoyed and you will be asked to take them out.

Lil' Jacob's older brother. They are very alike, except Jerry is taller and has buzzed hair. He looks kind of like Pathos or Jermaine Andrews.. He is very loyal to you throughout the game, he smokes weed just like his brother at the 'Witch's Pot,' a place where all the Rastafarians go (A lot like the Homebrew Café). He is a drug dealer and somehow manages to function better when he smokes weed. He has a low, heavy voice. Speaks with a very Jamaican accent which you barely understand.
Hammer: Owner of the Black Market.

The black market has pretty much the same concept from 'Just Cause 2.' On your cellphone, you call Hammer, the owner of the blackmarket. Shortly after, he'll appear with his helicopter, then give you the option to buy or sell. If you want to buy, scroll down the page to see the available weapons and vehicles. If you choose to sell, then you can choose from your weapon collection (the one you're holding at the moment) and also the car you're in or parked in your garage space.
Smuggling: This one is quite easy, and the thing is smuggling weapons and such. In most cases, the whole thing is outrunning the cops, whilst not being able to use the wanted level cheat so it's pretty hard. You have a three star wanted level, and depending on what you do, it can increase. There is also smuggling drugs, electronics, and even puny things like clothes.
Drug Dealing: This one is in the Black Market business. It's a lot like drug wars, you go with someone and you kind of like fight for the drugs. Then you take it to Hammers' warehouse and you're all done. It's harder than it sounds, I promise.
Hijacking: This is a new feature to the game and rather fun. It is if it's a moving or parked vehicle. If it's moving, then clim to the roof (or hood or back if it's a roofless car) and try to advance while attempting to stay on place in the curves. Kill the driver and steal the vehicle and drive it to the lockup. If it's a parked vehicle, then kill the person 'guarding' the car and break into it. Then drive it to the lockup.
Stealing: It's a lot like SA. You find *any* truck, then park it in front of a house. Now break in and get items into the truck. Careful with the noise, though!
Bodyguard/Driver: This is pretty easy at first, but after a while it may get tricky and hard. You have to get to one place from another place, wether it's an injured patient or an important figure in Harbour City. Get the person in time (safely) and you pass.
That's pretty much it with the Black Market. The whole concept is pretty hard, and it never ends. It circulates itself. It's pretty much random, but once you finish them all, they will start to repeat.
Short for Malcolm, very anxious. He can't speak to women and you'll find him talking to himself sitting on the sidewalk. He'll stop you and talk to you for a bit, then he'll mention that the girl he loves is with some rich punk that can afford four turismo's. Then he'l reveal he can't talk to women. You will encourage him and finally he'll ask you to take him to ask his crush on a date. He tells you to be at his side at all times. While driving there, he'll get drunk in the car and when you get there he'll blow it all by saying stupid things. After he's done, he'll pay you $100.
He will be found leaning against a wall in Redneck St. He will call you over and tell you that he is over the whole talking to women incident. Then he'll ask you to go pick up some 'women' for him. You have to drive around Harbour City and find hookers, then pick them up and take them to Malc. $200 earned
You'll find him beaten up and bruised. Then you ask him what happened and he'll tell you that some pimp did that to him, and he wants revenge. You agree to help him as long as he stops with the drugs and the hookers. He'll agree and will hop on in the car. Once you get to the pimp you have to chase him around for a bit. Eventually he'll crash and start running on foot. Kill him and get his money to pass. $250 earned
Big bully like guy with brown slick hair and large blue eyes (Ted from Bully!). He'll be found kicking a drunk guy that's passed out on the street. You'll tell him to stop and and he'll say 'What are you gonna do about it?' You'll push him and lift him against a wall, where he'll stay quiet and look scared. 'That's better.' You say, and put him down. He dusts himself up and tells you he needs a guy like you. His girlfriend, Kendra (He's over Mandy.) is having an affair with his friend Casey. He'll ask you to go and teach that punk a lesson. Drive (With Ted) to him and he's hanging around, smoking a cigar. Then you tell him nobody messes with Ted, nor Ted's girl. He'll tell you to 'f*ck off' and that'll get you pissed. Beat the guy up but try not to kill him. He'll fight back and at one point he'll say, 'Okay man, I won't touch that tramp ever again!' and run off if you give him the time. Then go back to Ted, who'll be happily waiting with $300 on his hand. If you kill Casey, Ted will be sad and will pay you only $200.
Ted will tell you that his girlfriend Kendra has broken up with him and he's destroyed. Then he'll talk and say how he treated her like a princess and she was his life. Ted wants to get away from Harbour City, so take him to the airport but in time.
One of Packie's friend. You'll find him at a bar, trying to help his drunk friend called Michael Keane. You'll laugh and he'll ask you to hel phim take him to the doctor, he has alcohol poisoning. Get in time to the doctor with Gordon and Michael before he dies. $500
Doc can be found trying to fix his car in Kenworth Blvd. You'll ask him if he needs help and he'll say yes. He needs dead bodies so he can sell the organs and stuff to hospitals and scientists. You'll laugh and tell him he's crazy, but he says he's seen you earlier on the news, that you committed a crime. You'll deny but he won't stop, then you gotta kill five random peds and take their bodies to the doc. $500
Mikayla is sitting on a bench, minding her own business. Her cheek is bright red, and shee seems like she's been crying. You walk up to her and ask if everything's alright. She'll tell you her boyfriend beats her up and she's too scared to confront him. You have to go to his boyfriend and teach that douche a lesson. $400
She seems happier now, seen buying a hotdog in a hotdog stand. She thanks you and updates you on her life. Later on, she'll say that she doesn't date Curtis, her old boyfriend now. Then she'll say that she thinks he is stalking her and following her, planning to kill her sometime. You set up a trap and follow Mikayla as she walks in a distance. You'll see Curtis running at her with a knife on his hand, he'll grab her and try and stab her. Shoot at him, you have about seven seconds before Curtis stabs her. Once Curtis is dead, then she'll thank you and tell you that she is now happier. $600 earned.

Well, since RDR my ways of seeing the gangs have changed. Now there's a new tab when you go to the menu, it's called gangs. In the top right corner there will be a small thing that says '0/14 Gangs Discovered.' As you discover more and more gangs, the '0' will start going up.
Since most GTA's since SA have been Mafia-based, I've decided to have this game have more gangs than Mafia, a little bit of both, to satisfy everyone. Here I have created an organized list of gangs located in Harbour City.
- Harbour Hustlers: You're part of this 'gang.' Although you really don't take this so seriously, it is pretty important to you and there are several missions that have particularly to do with this gang.
- The Convicts: These guys are some Australian-like fellas with lots on mind. They say too much but act too little. Some will run when pointed a gun at.
- The Rejexz: These guys came all the way from America, you gotta give them credit for that. They think they're so cool with their pants sagging low, that fashion is over, fellas. Move on.
- White Army: These guys are more serious sh*t. These criminals are all over the place, they're really tough and strong, and the worst part is, they are more than a thousand. If you *TOUCH* one of these guys, he'll start pushing you, then if you fight back more guys will start coming until you're eventually dead. That's how tough they are.
- Ruff Raiders: These guys are completely from Australian decency. Thay are a biker gang, and they have helmets with spikes on them and graffitied motorcycles. Don't mess with them, at least not for a bit.
- The Snakes: These street guys think they're all that just 'cause they were born on the streets. However, they only have melee and positols to defend themselves. WARNING: NEVER Alone.
- Yardies: These guys, well you probably know them, They ARE ALL THAT.
- Gravelli's: Italian Mafia, no GTA GAme without one of these. Anyways, Jon Gravelli is back, feeling better than ever. So just stay out of his business, or drown yourself in the sea.
- McReary Mob: Plain old Gerry. Gerry is the leader of this gang, next to him is his right hand man and brother, Packie. However, Packie is also a member of the Harbour Hustlers, therefore the McReary Mob and the H.H will never have trouble or fight one another. In some cases, they'll even work together.
- Bikies: These guys are just some small-time biker criminals. Not seen around much. When killed they drop large amounts of money.
- Triads: No GTA game without these lads, the Chinese Triads are back, and this time more powerful than ever. With their leader, Bobby Lee, In Australia, they are 'THE SH*T.'
- 'Ndrangheta: Nobody can say these guy's names. So, not much about their origin is known. They speak with a weird accent, and among themselves in a language no one understands...
- Lebanese/Middle-Eastern criminal organizations and gangs: These are a lot, not really a gang.
- Polynesian street gangs: Mysterious, unknown guys. Few is known about them, often preform their assaults and outlaw stuff at night.
- Vietnamese criminal gangs: Same as Polynesian.
