Do you have any mods installed? Or anything alien to the game that could affect the mission in some way?

Or you can post your savefile here and someone can check it out for you. That way, we can decide whether there's something wrong with your save or your game.
In the meantime, reinstall the game and delete the gta_sa.set file from the User Files folder. See if it helps.

Hope this helps!

If you fly high (so that the marker points down) as you approach the marker dive. That trips it easily.
And when you do make it out. Don't forget to put the landing gear down when you return to land at the LV airport.
With a FireProof CJ use the molotov's to clear out the Cafe.
The Game Changes any pistol CJ has to the 9mm.

Did you know you don't have to land ON the runway? Put down safely anywhere on the Field and taxi to the hangers/car park area. Get your new body armour there (or at the north end of the runway).

If someone wants to put me out of my misery it's cool. At least I know I can pass about 99% of the mission http://gtasnp.com/25023

Missions: Saint Mark's Bistro
Notes: Got body armour from hanger.
20,000$ added to account.
Did you by chance change the View (V) when it suggested it? And fail to turn it back to normal when you returned?

Have you thought of getting a USB GamePad (i.e. Logitech Dual Action (t))?

And girish, you saved my life! I used your troubleshooting tips on GTA3 and it freakin works! OMG I almost cried. I havent played this game since 2008 and missed it dearly. It's weird to have played SA all of this time and go back to these graphics and the simplicity, but it's still been fun and a bit nostalgic. Thanks!

Be sure the GamePad you select has at least 12 buttons. (I got one with only 10, at first, didn't work quite as well obviously.)
The Seitek and Logitech both worked Very Well without using any special Drivers, straight from the Box.
There may be others.
