The link below is to a website I found, filled with dozens of premade icons that are perfect to convert into GTA IV-style.

Click the links on the left-hand side for icons. At the top of that list is an option to translate it into English.
Sift through and find a gun that you want, then save it. For this tutorial I picked the MP5SD.
Do NOT use Microsoft Paint for this; if you don't have anything else, then download Paint.NET
which is what I myself am using. Open the image and start off by making it gray-scale. In Paint.NET
you can find this feature by going to Adjustments -> Black and White.
Next, fill the whole gun with one consistent shade of gray. I suggest using the exact gradient in the
example below; the same used in all GTA IV icons I make.
Go in with a pencil and eliminate all rough areas and extraneous details in the image. This part is
the most tedious and requires patience, but it is worth it to have a clean looking icon. The icon will
start to take form around this point.

With each step, continue to eliminate little irrelevant, unnecessary parts inside the gun for a simpler
look. Apply an anti-aliasing effect on rough lines to make them more subtle. Around the perimeter
of the gun, apply a 2pt black border.
Finally, when you are ready to put the finishing touches on, add white 1pt lines on the gun to give it
a shiny look. The top of the gun and its parts are good places to put the white lines.
