What year does GTA Palm State take place?
The year it takes place is during the 1970s.

Is it similar to Vice City?
Yes, it does.

What about San Andreas?
Yes, It is similar as well.

Does it also include similarities to Liberty City?
Nope.

Why not Liberty City?
Well, I think Vice City & San Andreas didn't really extend much of its culture & significance onto recent GTA titles.

So It's the combination of both Vice City & San Andreas?
Not the actual land, just the culture & significance, really.

So how come Palm State takes place in the 70s when San Andreas & Vice City takes place in the future eras?
It isn't. It isn't going to be mentioned anywhere in the game, unfortunately. However, It will be an "inspiration" to both cities.

Is there going to be more interior roaming & exploration, unlike GTA IV's?
Of course. However, "roaming & exploration" is not the term to be used in the question. The indoor purposes will be pretty much the same as
GTA IV's -- missions, sadly. Fortunately, Vincent can access indoor areas that are explorable.

Since you are in the 70s & present in San Andreas, is there going to be casinos?
Absolutely. Vincent can access them & participate in a range of gambling activities, like poker or using slot machines. They are also a wide range
of themes per casino, & each one serves a purpose & a "secret background".

Where will be these casinos?
In a place called Malibu, a sort-of parody & similarity to Las Vegas.

What other places the public can travel to?
The player can go to Silver Desert, a sort-of parody & similarity to Mojave Desert. There is also a large city, but I haven't decided on a name & its
significance.

Is Silver Desert like...the Mojave Wasteland?
There is some crossings to the Mojave Wasteland, like massive trading & the wild west theme, but there is no mentions nor any kinds of evidence
that may expose to be even the littlest similar to the Mojave Wasteland.

How come massive trading has came to place in Silver Desert when there is Malibu & the unknown-named "large city" that can
be used to reside or live in?

It is because Malibu requires a very high "Expensiveness Check" of at least $250,000 per person to enter Malibu. This was because of crime issues
in Malibu. The unknown-named "large city" also has the Expensiveness Check as well, but being at least $10,000, making it the most commonplace
for residence.

What was your inspiration/inspirational factors of making this concept thread?
1) Vice City
2) San Andreas
3) Fallout: New Vegas
4) Red Dead Redemption

Why New Vegas, since it is in the future & post-apocalyptic?
It is because of its massive trading & that "Wild West" feel (this contributes to RDR).

Why no plot or a bio of the protagonist?
Because I'm thinking of one. Perhaps we should discuss it.

How big is Palm State?
Compared to GTA IV's Liberty City, Vice City, & San Andreas:
1) Liberty City: Larger than, like 40-100% bigger.
2) Vice City: Way larger than, like more than 80% bigger.
3) San Andreas: Larger than, like 20-50% bigger.

How many storyline missions is in the game?
I think it's going to be more than 100, but less than 250 storyline missions in the game. Since the player will encounter decisive processes,
It'll be more than 300 storyline missions in total.

What do you mean by "decisive processes"?
It is like the decisions you make in GTA IV, but they have a more consequential result. Like for example, saving or killing the boss of a gang.
Killing the boss will result in a negative consequences to that gang, or in other words, hatred. However, it can result positive consequences
to their enemies. Saving the boss reverses the effects. They are also decisions that can unlock a new line of missions that was affected by
your decision.

What can you do outside storyline missions?
You can do:
•Odd Jobs
•Activities (i.e. Paramedics)
•Purchase & run assets
•Do certain or specified "errands" for characters

Protagonist

>Vincent Rodriguez | Race: Cuban
Bio: To be completed.

Main Characters

>William Ubers (also known as "Bracket") | Race: American
Bio: William Ubers was born in year 1950 at Palm State. His mother died from giving birth to him, leaving only William & his father. When William hit age 10, his father was killed from a gang named The Bloody Knuckles while walking to his car during grocery shopping. William nor his father didn't know why the gang killed his father, & the reason remained unknown for his entire life. When William realized it via the news, he then abandoned his home & left to an orphanage. He then promised himself to kill them, no matter what. After 8 years of not being adopted, he decided to withdraw from the orphanage, no answers supplied for the employees. While he walked out, he pointed out a thumb, waiting for a cab to arrive beside him. When a cab willingly parked beside him, he got in. The driver then said that if William came from the orphanage. William said yes. The driver asked if he wanted to join our cab company, then handed him a card, saying "Taxi Enterprises Inc." William nodded, & then they drove off.

William now works as a high-ranked taxi driver for 12 years.

>Diandrid Finns (now known as "Dusty") | Race: Russian
Bio: Diandrid Finns was born in Germany in year 1947. When WWII ended, his parents wanted to move to Palm State for a better life. Unfortunately, the oversea cost is high, so they postponed the trip until they collected enough money. After 3 years, the money required was collected, & can be able to pay for the trip. Once they got there, they rented an apartment & resided there most of Diandrid's life. As soon as he hit age 18, he saved his money from his earlier years to buy a house near his family's apartment. He lived in the same house until year 1980. The house was mistaken several times for a broken-down rusted building because of the exterior. Diandrid became friends with William when William was ordered to kill him because of his isolation with the rest of the city, & a strange personality & urge to kill the Nazis. When William bashed through Diandrid's door, William got into a conversation with Diandrid, stalling the murder. They then became friends.

Diandrid now resides in a bungalow on a cliff in Vineyard Hills, running as an armory supplier for The Ubers Brothers.

>Stewis Wiles (now known as "Stew") | Race: Philippine
Bio: Little is known about Stewis Wiles' life. Many people just ignore it, as he responds to the same exact response whenever the subject is brought up. Stewis Wiles runs a surreptitious weapons store underground in an abandoned mining field. It is the only weapons store that sells common gang weapons, like AK-47s.


Minor Characters

>George R. Albertston (now known as "Daddy Q") | Race: African-American & American
Bio: George R. Albertston's family is very rich because of his great-grandfather's treasures back in Africa. They were then sold to auctions, earning millions. This made his parents retire, leaving George fully independent. At age 35, he started a gang called $Rich Money$, making it one of the richest gangs in Palm State. This poses many infiltrations from many gangs, like the Veritecci Family. However, all failed because of George's gang members & weapons. Therefore, the gang has many enemies.

George runs his gang, $Rich Money$, in the Obsidian Neighborhood at an abandoned warehouse. The warehouse also has an underground transportation area constructed for freight trains distributing goods. It is used to distribute goods via abandoned small freight train to associated factions, delivering high profits.

>Ice Cold Butler | Race: American
Bio: Ice Cold Butler is the head butler of $Rich Money$ & assistant of George. He keeps Vincent occupied whenever George isn't at the warehouse. Other than that, Ice Cold Butler is pretty much unknown.

Weapon Circle

The Weapon Circle is a new feature in GTA. The Weapon Circle is a way to select, remove or attach modifications, & view statistics of your weapons currently holstered. When the button is pressed, the Weapon Circle will appear, graying out the gameplay. Like the name suggests, it is formed in a circle with smaller circles attached onto the stringing. It is organized into classes, like the Classic Pistol is under the Pistols Class. Number of weapons is defined in a smaller circle on the Classes. The middle shows the current weapon & its ammo & space of your Weapon Circle. If it reaches the limit, the player can no longer run & can only limp. The player can drop heavy weapons like Miniguns to free up space. The weight of a weapon is defined in its stats. Explosives, mods, & bullets has no weight.

When the player selects a class, a new string will appear, linking to the Classes circle. The player can then select the weapon of their desire in that current Class. When the player selects a weapon, more strings will appear, circling halfway around the circle. These circles defines as from 1st to last: "Carry", "View", "Modify", "Shortcut", & "Variants". Carry means select it as your current un-holstered weapon. View means to view the weapon's description & statistics. Modify means to modify the weapon with purchased modifications. Shortcut means to add it into an empty Shortcut slot (maximum amount of slots is 5). Variants means to select weapons that is a variant of that weapon (this option is not available if there is no variants). If Variants is selected, it'll open a string linking to that option.

Smart Aim

Smart Aim is a complex & intuitive aiming system that is used in GTA: Palm State. The reason for being a "Smart" Aim is because of its precision & accuracy of duplicating when in iron sights onto a 3rd-person aiming, like recognizing recoil precisely & accurately similar to when in iron sights.

Here are all the weapons that can be found in the game.

Statistics Legend:
Stats are rated by stars. Higher stars means a better improvement on that stat. Highest stars is 10. Some stats should be as low as possible, like Sound Radius.
Price = The cost of the weapon itself w/o any discounts. AMMO means it is available at Ammu-nation. SG means it is available at Stew's Guns. N/A means it is not available anywhere. Ammo price w/ ammo given is listed in parentheses.
Accuracy = How exact the gun's bullets/pellets can make onto a target. It is unavailable to melee weapons.
Rate Of Fire = How fast the gun's bullets/pellets can shoot in continuous fire. It is unavailable to melee weapons.
Damage = How damageable the gun's bullets/pellets can make in one shot. Damage is measured by HP loss (-xxx% HP).
Sound Radius = How noisy the gun's bullets/pellets are in one shot. It is unavailable to melee weapons.
Ammo Capacity = How many bullets/pellets the gun can hold in one cartridge. It is unavailable to melee weapons.
These stats can be read from a source or from the Weapon Circle. Equipment & Clothing does not have any stats -- just a description.

Statistics

Similar to GTA San Andreas, the player will have statistics. These statistics ranges from Muscle to Lung Capacity (of course, there will be a lot more). Each one will reward the player when reached at the maximum, or reached at certain intervals.

•Human-Based:

-Lung Capacity
Lung Capacity is a unit of measurement. It measures how long the player will survive underwater & how long the player will collect in oxygen when on the surface.
Reward: Positive - On every 10th percent, the player can survive longer & oxygen collection time is decreased.

-Stamina
Stamina is how long the player can do something for a period of time, like sprinting. Stamina is shown as a bar in the HUD.
Reward(s): Positive - On every 10th percent, the player can last longer doing something for a period of time, steadiness when continuously firing increases, reloading speed increases, reaction time increases

-Fat
Fat is the accumulation of fat from foods. Too much means a poor body & health. The player can work it off by going to gym or focus on other statistics that is can promote good health & body.
Reward(s): Negative - Decreases stamina, muscle, lung capacity. The player will also have fatty food cravings more when fat reaches to 25%. The craving gets worse & pops up more often after 25%.

-Muscle
Muscle is the player's physical strength.
Reward(s): Positive - Increases damage in open-hand combat, stamina, sex appeal.

•Armor and Health

-Health
Health is how long the player can survive until death. The player will begin with 50% health. The player's highest is 300%. The player can also recharge their health by taking cover & not taking any damage. The recharge amount is shown as a grayish bar. The size is constant, so that is why you need to isolate yourself from gunshots or combat.

-Armor
Armor is the additional protection to Health. Wearing armor can resist damages from gunshots more than being without it. Armor can wear down from being continuously fired on, which then breaks if too many bullets is placed. Armor does not recharge like Health. Armor can be replenished by getting rid of the existing one, & then getting a new one. Armor can also absorb the shockwaves from bullets, so you'll won't back up as much from being without it. Armor-piercing rounds can accelerate the Armor wear. Armor can be also taken from corpses wearing one & getting rid of the existing one. Armor's wear is expressed as a number. The fixed wear is 100%.

•Skills-Based:

-Stealth
Stealth is how good the player is at sneaking & eliminating people silently.
Reward: Positive - Every 10th percent increases chances of eliminating people w/o being noticed by the target himself/herself, at sneaking, & effectiveness of handling silenced weapons & melee weapons.

-Driving
Driving is how good the player is at driving.
Reward(s): Positive - Every 10th percent increases effectiveness of high-speed driving & handling vehicles, increases accuracy & control in Drive-By's.

-Sex Appeal
Sex Appeal is how good the player is at attracting women.
Reward(s): Positive - More Sex Appeal means a more "reacted" women towards you.

Cell Phone

Vincent will have a Cell Phone called the Wizz 2.0 Phone. The phone has all the features from GTA IV's phone, but with new and improved features:

-Burger Shot
Sells: Fatty Burgers

Menu:
•Bleeder: Costs $10.

•Heart-Stopper: Costs $15.

•Bleeder Salad: Costs $12.

•Heart-Stopper Salad: Costs $25.


-Cluckin' Bell
Sells: Fried Chicken

Menu:
•Drumstick Chicken Combo: Costs $20.

Gym

Activities: Exercising to increase beneficial stats & decrease physical-impact stats; learn physical combat tactics.

Interactive object(s):
•Dumbbells: Equipment that helps weight training. Once started, the player must select a difficulty. The difficulty ranges from 1 lb. through 100 lbs., being more harder when raised & Vincent's Strength going down faster, but it compensates to better & faster results. Once a difficulty is selected, the player must do a mini-game to have Vincent progress. The mini-game involves in clicking, holding, or tapping a series of following buttons on a HUD strip. Increasing difficulty will add more strips & harder button-mashing. The results of using dumbbells is increments to Muscle & decrease to Fat.

•Treadmill: Equipment that helps Vincent run or walk while staying in one place. Once started, the player must select a difficulty. The difficulty ranges from 1 through 10, being more harder when raised & Vincent's Strength depleting faster, but it compensates to better & faster results. Once a difficulty is selected, the player must do a mini-game to have Vincent progress. The mini-game involves in continuously clicking on a random-chosen button. During the button-mashing, it'll fill up a bar called Speed, which is how fast Vincent is moving on the treadmill. Increasing difficulty will make the random-chosen button spawn more rarely, & harder button-mashing. The results of using treadmills is increments to Stamina & Muscle & decrease to Fat.

•Push-Ups: Once started, the player must select a difficulty. The difficulty ranges from 1 through 10, being more harder when raised & Vincent's Strength going down faster, but it compensates to better & faster results. Once a difficulty is selected, the player must do a mini-game to have Vincent progress. To be completed.

•Coach--Gives physical combat tactics to the player. The player needs to have at least 70% muscle and less than or equal to 10% fat to learn the tactics.

Ammu-Nation

Sells: Purchase weapons, ammunition, Armor and Health replenish, Shooting Range

Description:
•Ammu-nation is a store that sells weapons and protection equipment e.g. Armor. Ammu-Nation's inventory increases as the player advances throughout the storyline. However, the player can avoid this by searching for guns that aren't available at Ammu-nation. You can then give it to Ammu-nation. The clerk will then pay you the amount the gun costs, but doubled. Unfortunately, the gun won't be available in their inventory until 5 game days has past. Ammu-nation does not accept Unique Weapons.
•Ammu-nation and their inventory is very limited, which means when you purchase a gun, that gun will not be available until the next 3 game days.
•Ammu-nation will release limited-time discounts in rare occasions. The player can be acknowledged by looking at the Ammu-nation Blowout! Calender placed near the clerk from time to time. This is then added to Vincent's phone Calender.
•For realism, ammo is separated so you don't have to spend the gun's price just for ammo.


Interactive object(s):
•Clerk--He is the person who sells weapons, armor and health replenish, and ammunition to customers.

•Shooting Range--It is a place to practice or learn new weapons. There is a participation fee per lesson. Practice lessons is free.


Shopping


ProLaps
Description: ProLaps sells sportswear and sport equipment. Items are sold at low to medium ranged prices. However, some items are sold at expensive price ranges. Nearly all clothing aids in physical-related skills (e.g. Stamina).


Binco
Description: Binco sells cheap and inexpensive clothing. Items are sold at very low to low price ranges. It is the best place to buy clothes that are both cheap and possibly good-looking as well. Some clothing aids Respect & Sex Appeal to the player.


SubUrban
Description: SubUrban sells urban wear and clothing. Items are sold at low to medium ranged prices. However, some items are sold at expensive price ranges. It is one of the best places to purchase clothing that aids in Sex Appeal.


Zip
Description: Zip sells leisure clothing. Items are sold at medium to expensive ranged prices.


Victim
Description: Victim sells semi-formal and Gothic clothing. Items are sold at medium to expensive ranged prices.


Didier Sachs
Description: Didier Sachs sells formal and luxurious clothing and outfits. Items are sold at high to expensive ranged prices. Its clothing has the best effect on formal people.


Jew's Jewelry (non-final)
Description: Jew's Jewelry sells jewelry. Items are sold at expensive to highly expensive ranged prices. All jewelry aids in Sex Appeal greatly.


You Blind!? (non-final)
Description: You Blind!? sells glasses and shades. Items are sold at low to expensive ranged prices. All glasses and shades are just cosmetics, no effect.


Tropical Paradise (non-final)
Description: Tropical Paradise sells tropical clothing. Items are sold at medium to expensive ranged prices. All clothing aids in Sex Appeal & Respect.



Driving School

Driving schools can help you with driving & learn driving techniques, such as the Doughnut. They are different types of Driving schools having a different driving theme. It is possible to do and complete all the driving schools. Driving schools is the easiest way to increase your Driving skill.

•Racer Driving School
Description: Racer Driving School's theme is racing. You can learn racing-related techniques, like the drafting technique. Graduating from the school will earn you a bronze license to participate in Racing events. To participate in events that give out a lot of cash for a podium finish, you must need a silver license. To participate in events that tests stamina & endurance, you must need a gold license. Each lesson will have 3 medals: bronze, silver, & gold. To receive a license, you must reach a consecutive amount of medals being at the same medal, like earning bronze on all lessons will earn you a bronze license.

Odd Jobs

The player can do several jobs called Odd Jobs, as they don't require very much skill. Completing Odd Jobs can net you cash & possibly special rewards. Every possible Odd Job is as follows:

•Vigilante
Objective(s): To start this Odd Job, find a PSPD Cruiser, then access the computer. Once there, select the Vigilante option. This will start the Odd Job. Here are each duty that is randomly assigned to the player:
-Capture: Arrest designated suspects/criminals. Killing is another option, but will net you a lot less cash. Officers may or may not be in the vicinity, either dead or alive.
-Pursuit: Chase down & arrest a fast-moving car/aircraft full of suspects/criminals. Killing is another option, but will net you a lot less cash. Officers may or may not be in the vicinity, either dead or alive, most likely chasing the suspects/criminals.
-Gang War: Weaken/stop a war between two gangs. Killing is allowed. Officers will be most likely be in the vicinity of the war.
-Drug Deal: Arrest gang members/suspects/criminals that is doing a drug deal. Killing is another option, but will net you a lot less cash. This is an independent assignment.
To successfully arrest a person, you have to transport them via vehicle to the nearest precinct. Some suspects/criminals will attempt to escape by diving out. All assignments will always be designated close to your location, never too far. In order to achieve 100% completion, the player must do 50 assignments. The player will be rewarded every 10th assignment completed up to the requirement.

Assignment Rewards:
If a suspect/criminal escapes, either transporting to a precinct or during the assignment, the player will be fined $500 per person escaped. Completing an assignment & that all suspect/criminals involved are arrested (Gang War assignment changes to killed), a 10% notoriety will be decreased from your notoriety bar. Every 10th assignment, the notoriety decrease is increased by 5%.
-Capture: $250/person killed, $500/person arrested, $250/person successfully transported
-Pursuit: $325/person killed, $550/person arrested, $250/person successfully transported
-Gang War: $500/person killed, arrest is not necessary
-Drug Deal: $100/person killed, $600/person arrested, $300/person successfully transported

10th Assignment Rewards:
Once each interval is reached, the suspect/criminal escape fine will be decreased by $50.
-10th Assignment: Harder assignments, better rewarded assignments; Once you enter a PSPD Cruiser, the player will be given a small Body Armor (25%) & a Classic Pistol w/ rounds (Gun will not be given if a gun with the same category is in your inventory, but rounds are given)
-20th Assignment: More harder assignments, better rewarded assignments; Once you enter a PSPD Cruiser, the player will be given a medium Body Armor (50%) & a 1911 Pistol w/ rounds (Gun will not be given if a gun with the same category is in your inventory, but rounds are given)
-30th Assignment: Further hardened assignments, better rewarded assignments; Once you enter a PSPD Cruiser, the player will be given a medium-high Body Armor (75%) & a 1950 Pistol w/ rounds (Gun will not be given if a gun with the same category is in your inventory, but rounds are given)
-40th Assignment: More further hardened assignments, better rewarded assignments; Once you enter a PSPD Cruiser, the player will be given a Electro-gun w/ electricity (Gun will not be given if a gun with the same category is in your inventory, but rounds are given)
-50th Assignment: Able to choose which assignment, able to change difficulty according to previous assignment's intervals (decreasing the difficulty means lower rewards); Once you enter a PSPD Cruiser, the player will be given a full Body Armor (100%), 5 Tear gas (Explosive will not be given if an explosive with the same category is in your inventory), the PSPD Cruiser faster variant Chaser spawned at all precincts, the PSPD Police Officer Outfit w/ Helmet delivered to all safehouses, & able to call in a max of 10 Officers for outside vigilante assistance (cannot be against law enforcements)

When the 50th assignment is reached, killing is allowed in all assignments, & an escape fine is now longer issued. Entering precincts now longer results in Wanted level 3. Instead, the player can take weapons from the precinct, free of charge.

•Paramedic
Objective(s): To start this Odd Job, the player must enter a Paramedic and click the Odd Job start button.
-Rescue: Take an injured civilian to the hospital as quickly as possible. During the distribution, a health bar will appear on every patient. If one patient's bar reaches zero, the patient is dead, & a "murder fee" is issued to you. The distribute process can go to any hospital.

In order to achieve 100% completion, the player must complete 50 assignments.

Assignment Rewards:
If an injured person dies, a murder fee is issued to you. The fee is $500.
-Rescue: $100/person obtained, $250/person successfully delivered to a hospital, $100 bonus/person if health box is more than 50%

Objective(s): To start this Odd Job, enter a Firetruck & click the Odd Job start button.
-Firefighter: Extinguish burning objects at designated areas. When you start the Odd Job, you'll have to wait for a dispatch call. When you receive one, you need to drive to the location because the timer runs out (failure will end the Odd Job). When you arrive to the location, the burning objects will be pinpointed for you. All you have to do is to use the water gun integrated onto the Firetruck & shoot it to the burning objects. Every designated object has a timer. If it reaches zero, the object will explode momentarily (if a machine) or it'll die (if person). If this happens, a fine will be issued to you.

In order to achieve a 100% completion, the player must complete 30 assignments.

Assignment Rewards:
If a object dies or explodes, the player will be issued a $300 fine.
-Firefighter: $300/object successfully extinguished

10th Assignment Rewards:
-10th Assignment: Harder assignment, better rewarded assignment; The player is now fire-resistant, meaning that fires have to collect from the feet to the torso instead of instantly being on fire. However, this process may speed up depending of the flame's size & volume
-20th Assignment: Harder assignment, better rewarded assignment; If the player is on fire, the fire will go away a lot faster than usual, but this is ignored if the flame is very large
-30th Assignment: Able to change difficulty of assignment (lower means lowered reward); Fireproof Firefighter Clothing delivered to all safehouses (the clothing will make the player 100% fire-resistant, meaning no chances of getting on fire, unless you walk through a place full of flames, but damage rate is decreased, & remains constant, no matter what)

•Taxi Driver
Objective(s): To start this Odd Job, enter a Taxi Cab or taxi Van & click the Odd Job start button.
-Taxiing: Take designated fares to their desired locations. When you start the Odd Job, you'll have to drive to the located fare. Arriving early will reward the player a time bonus. Arriving late means no money is collected (more than 30 seconds late means the fare no longer needs you) When the fare enters, drive to their desired location. During the ride, the fare may ask for demands, like change radio station, speed up/down, etc. Following it will increase the happiness bar. Ignoring will decrease the bar. The drive is timed. Arriving late means no money is collected.

In order to achieve 100% completion, the player must complete 50 assignments.

Rewards:
-Taxiing: $50/fare collected when picked up early/on time (If late, no cash is collected), $100/fare collected when dropped off early/on time (If late, no cash is collected), $20/10% happiness earned per fare

10th Assignment Rewards:
-10th Assignment: Harder assignment, better rewarded assignment; $10,000
-20th Assignment: Harder assignment, better rewarded assignment; $50,000
-30th Assignment: Harder assignment, better rewarded assignment; $100,000
-40th Assignment: Harder assignment, better rewarded assignment; Taxi Phoenix (Non-Tunable) now delivered to all Taxi Departments & spawns on streets; $250,000
-50th Assignment: Able to change difficulty of assignment (lower means a lowered reward); Taxi Department now available as an asset; Taxi FIB, Taxi Malibu (available on the streets), & Taxi Phoenix (Tunable) now delivered to all Taxi Departments; $500,000

Side Missions

Side Missions are similar to Odd Jobs, but they require skills. Some Side Missions require the player to meet certain criteria. Storyline-related criteria will be left un-filled.

•Racing
Racing is a sport that engages contests in high-speeds. It involves going through corners, using brake & acceleration effectively, & many more skills to master or complete. Racing can be taken on official tracks, called Legal Racing. Racing can be taken on the streets, called Illegal Racing. Races can be even taken off-road, either legal or illegal off-road racing. Every one pays handsomely, but requires the skills.

-Legal Racing
Objective: Overtake your opponents and arrive in a podium finish (3rd, 2nd, or 1st position).
Penalties: False Start (Speed Limit for 4 sec), Reckless Driving (1st warning: Speed limit for 3 sec, 2nd warning: Speed limit for 4 sec, 3rd warning: Disqualification)
Criteria to be met to compete in Legal Racing:
•Having a bronze or better license (can be obtained from completing Driving School)
•Driving skill of at least 25%
Advantages of a bronze license: Participate in Legal Racing events
Advantages of a silver license: Participate in Legal Racing series*
Advantages of a gold license: Participate in Legal Racing championships & tournaments
Advantages of a Stamina license: Participate in Legal Racing Special Events

*The winner is decided by majority of the participant's positions per event & averaging it out.

Assets is properties that can be owned by the player. Once owned (it'll cost a large amount of cash to own), the property will then generate profit, sharing the profit to the player. Increasing the profit load & rate is simple: You can renovate the property for repairs, upgrade the property, or add more properties in Palm State (if possible). Of course, performing these actions is costly. The player needs to monitor an asset of how it is doing. This can be viewed by viewing the World Map & selecting Asset Map. Depending on the filters chosen, the Asset Map shows owned assets in Palm State. It reveals each property & their current stats, like profit generation & employers. Statistical changes is updated daily. Renovated or upgraded properties will just reveal a progress bar. In an asset will have 2 stages when applied the "add more properties" option: Mayor & Brothers. The Mayor is the property of which runs & commands the Brothers. If it falls, the Brothers falls with it, like a chain reaction; the Mayor generates the most profit. The Brothers are the added properties; they aid the profit generation & rate. This connection is illustrated as a line.


Asset Types

They are numerous assets in the game, from selling everyday goods to technology. Here are every possible asset type the player can own in the game:
•General Store
Sells: Everyday goods & merchandise (e.g. produce)
Best locations: Areas that lack economy & require everyday merchandise (e.g. Viella)
Known condition before asset purchase: abandoned; vacant building/area; 1st constructed
Lacks most at: Rich territories, places that have high economy, or places that has enough general stores

•Lease Cars
Sells: Not to sell -- only lease vehicles or transportation (e.g. trucks)
Best locations: Anywhere
Known condition before asset purchase: vacant building/area
Lacks most at: None

•New & Pre-owned Car Dealerships
Sells: Vehicles or other transportation (e.g. sedans)
Best locations: Anywhere
Known condition before asset purchase: abandoned, vacant building/area, 1st constructed
Lacks most at: None

•Nightclubs
Entertainment: Dancing, Drinking, Prostitutes
Best locations: Rich territories
Known condition before asset purchase: need for leader, 1st constructed, vacant area
Lacks most at: Poor areas

•3rd-party Consumer Stores
Sells: Consumer products (e.g. TVs)
Best locations: Medium-to-rich territories
Known condition before asset purchase: 1st constructed, vacant building/area, abandoned

Vehicle customization involves modifying your desired car from the exterior to under-the-hood. Vehicle customization is available in TransFender, a body swap shop originated in San Andreas. Tuning customization, which are racing-related parts, is available in Wheel Arch Angels, a company specializing in street racing tuning that originated from San Andreas.

TransFender

TransFender is a company that involves simple customization & modifications to compatible vehicles. TransFender supports many options, like rims, tires, even the interior design! Unlike GTA SA, you'll see modified vehicles outside of TransFender (they are all locked) & vehicles exiting out of the store, most likely modified. TransFender also had a store structure upgrade -- from its dull garage to a shiny decor. Once inside, the player can select many stores inside, like Rims store, Tires store, Engine upgrades store, etc., simulating a real car modification store. TransFender supports 4-door & 2-door sedans, luxury sedans, some SUVs & Vans, & some sports cars. TransFender is not available as an asset.

Wheel Arch Angels

Wheel Arch Angels is a company that involves medium to large customization & modifications to compatible vehicles. Wheel Arch Angels is a street racing tuning & modification company, supplying more advanced options than TransFender. They even supply liveries to "specially chosen cars". Unfortunately, Wheel Arch Angels only modify quick & fast cars, like sports cars. For realism, they have to be built at areas that are less suspected from the cops. Wheel Arch Angels and their stores is similar to the setup to TransFender, but is very limited, due to attractions to the cops. Wheel Arch Angels is not available as an asset.

You can perform a variety of scenarios that are unacceptable or violates Palm State and/or national laws to earn a Wanted level. However, the seriousness & destruction of the crime may have more extent to the amount of wanted levels applied, like murder. These terms will force stronger forces right away. The maximum amount of Wanted levels is level 10.

Wanted Levels Overview

They are many kinds of law enforcements in Palm State, like Malibu Security & Interstate 15 Patrol. However every one shares the Wanted Level System & ways to hunt down the player.

>PSPD (Palm State Police Department)
The PSPD is the largest division in Palm State & runs all other smaller divisions. PSPD is responsible for commanding & supplying the small divisions. PSPD covers the most of Palm State & has the strongest Officer archetypes because of its superiority & ranks.

>Malibu Security Division
The Malibu Security Division, or MSD, is responsible any unacceptable actions occurring on the vicinity or within Malibu. Malibu is one of the most prone places in Palm State of possessing high rates of violence, drunk driving, & other crimes. Therefore, they are less dependent from PSPD. To lower this rate down, MSD established a "Expensivness Check" at a toll located on Interstate 15. Anyone entering that toll to then enter to Malibu will require $250,000 & a Notoriety Level of less than 25%. Since this establishment, crime rates lowered considerably, but sacrificed profit & revenue from customers & come-goers.

>Wanted Level One
-To Obtain: Commit small crimes, like beating up a pedestrian.
-People Involved: Local Law Enforcement Teams.
-Weapon(s) Used: Nightstick & Classic Police Pistol (only used as intimidation)
-Transportation: PSPD Cruiser, Malibu Security Car, or Interstate 15/Highway 66 Patrol Cruiser
Actions Used:
•1st Stage - Chase the player down either on foot or in car in an attempt to arrest the player. If caught at this stage, the player will receive an expensive fine.
•2nd Stage - Call in backup to slow the player down. If caught at this stage, the officers will force the player to go down to his knees & put his arms over his head, resulting in a arrest. The player can escape from the process, but will engage the 2nd level.
•3rd - Create diversions that can significantly slow down the player. If caught at this stage, the same process is performed from the 2nd stage but is no way to escape.
-To Advance...
•...To Level 2: Resist arrest long enough or expose a firearm.
•...To Level 3: Kill at least 1 Police Officer, either using melee or firearm.

>Wanted Level Two
-To Obtain: Resist arrest from Level 1, commit more than 1 small crime.
-People Involved: Local & Distant Law Enforcement Teams.

A fairly decent start, would SA's role be similar to LC's in GTA:SA or would it be completely explorable?
